Jeffrey D. Steckbeck, P.E.
President/Chief Executive Officer
Responsibilities:
Mr. Steckbeck has thirty-seven (1980) years progressive experience in various phases of the engineering profession, including surveying, construction inspector, construction engineer, designer, project manager, municipal engineer, business owner, and expert witness. Mr. Steckbeck is personally appointed as the consulting engineer for two townships, two boroughs, and three municipal authorities; and has secured the company’s appointment as the consulting engineer for four other townships, one borough, and three other authorities for which he serves as the firm’s alternate contact. Through his experiences, in his roles described above, and within the realm of his professional licensure Mr. Steckbeck’ expertise includes, but is not limited to the following areas of the engineering profession: civil engineering; environmental engineering; municipal engineering; utility engineering; land use ordinance preparation; recreation and open space studies; recreation facilities planning and design; engineering land surveys; land development including incidental landscape architecture; drainage and stormwater management planning and design; dams and waterways encroachment design and permitting; engineering economic studies; utility tapping fee studies; utility rate studies; traffic planning; roadway design and maintenance; bridge design and permitting. Mr. Steckbeck has served as an expert witness in various public hearings, zoning hearings and court cases in Lebanon, Dauphin, Lancaster, Berks and Lehigh Counties.

Scott M. Rights, P.E.
Vice President/Chief Operating Officer/Director of Water and Wastewater Engineering

Responsibilities:
Scott has over 27 years experience in the water and wastewater consulting industry. As the Director of Water and Wastewater Engineering, Scott oversees the company’s water and wastewater projects and provides expertise in water and wastewater treatment plan design, water distribution and wastewater collection system design, planning and feasibility studies, project financing, and user fee and tapping fee studies. In addition, Scott has considerable experience in construction administration having commenced his career as a Resident Engineer overseeing construction work on site.
As the company’s COO, Scott oversees the company’s day to day operations working with a seven (7) member management team. In addition, he oversees the company’s financials and is responsible for leading the company’s growth efforts.

Stephen A. Sherk, P.E.
Director of Civil Engineering/Human Resources

Responsibilities:
As Director of Civil Engineering, Steve is responsible for overall project management as well as design activities, including site layout, site grading, storm water facility design, sanitary sewer design, water distribution design, erosion and sediment pollution control planning, bridge and highway design. Steve has performed numerous flood studies and dam breach analyses. Steve has also prepared a variety of state and federal permit applications, including National Pollutant Discharge Elimination System (NPDES), Municipal Separate Storm Sewer System (MS4), Highway Occupancy Permit (HOP), Floodway Encroachment and General Permit applications.
Steve is a consulting engineer for several municipalities. In this capacity, Steve provides a number of services, including, zoning enforcement, subdivision and land development plan reviews, publics works consulting, construction management, grant application preparation, parks and recreation planning, and administration of MS4 programs.
As the Director of Human Resources, Steve is responsible for planning, directing, and coordinating the firm’s various human resource functions such as employee compensation, benefits, recruitment, personnel policies, and regulatory compliance.

Jason E. Chernich, P.L.S.
Director of Surveying/Technology

Responsibilities:
As Director of Surveying, Jason is responsible for overseeing all survey related work at SESI. He is also project manager for projects such as minor subdivision plans, boundary surveying, construction layout, ALTA/ACSM surveys, lot addition plans, elevation certificates and as-built surveys.
Jason began his career in 1995. He has worked for firms located in Harrisburg and Lancaster, PA before joining SESI.
As the Director of Technology, Jason is a member of the firm’s management team and is responsible for managing the firms’ computers, software, website, copiers, printers, plotters, telephones, cell phones and all other technological resources.

Michael F. Lusaitis, P.E.

Responsibilities:
Design and project coordination related to the development of commercial, residential, and institutional sites. Responsibilities include project management, project scheduling and budgeting, analysis of zoning, subdivision, and stormwater management ordinances for the purposes of processing subdivision and land development plans, project representation at public meetings, preparation of: subdivision and land development drawings, post construction stormwater management plans and calculations, erosion and sedimentation pollution control plans and calculations, National Pollutant Discharge Elimination System permits, sewage facilities planning modules, PennDOT Highway Occupancy Permits, and PADEP Chapter 105 Permits. Works closely with various municipal staff, water and sewer authorities, local conservation districts, state agencies, utility companies, county planning agencies, reviewing engineers, sub consultants (wetlands, traffic, geotechnical, etc.), and attorneys in meeting client goals on time, under budget, and to the highest level of quality.
